Jakarta Vice Governor Rano Karno officially kicked off the drafting process for the 2027 Jakarta Government Work Plan (RKPD) at Balai Agung, Jakarta City Hall.

This event marks the first step in a joint commitment to prepare the RKPD document, which will serve as a guide for stakeholders in achieving the city's development goals for 2027.

"This event is an important milestone that signals the start of the RKPD 2027 drafting process, which will set the direction, program priorities, and work plan for the Jakarta Provincial Government in 2027," conveyed Rano on Thursday (11/27).

Rano noted that during a recent Coordination Meeting for Program Synchronization between Ministries, Non-Ministerial Institutions, and Regional Governments, the Minister of Home Affairs emphasized the need for all local governments to strengthen their support for national strategic programs and ensure thorough preparation to achieve optimal performance and deliver real benefits to the public.

To support the acceleration of the Golden Indonesia 2045 vision, Rano underlined that national policy directions and priorities should serve as a conceptual bridge in shaping Jakarta's development planning for 2027.

He mentioned that regional planning must also align with national planning documents, including the 2025–2045 National Long-Term Development Plan (RPJPN), the 2025–2029 National Medium-Term Development Plan (RPJMN), and the 2027 Government Work Plan (RKP).

Furthermore, in drafting the RKP 2027, Rano affirmed that the Jakarta Provincial Government is following the mandate of Law (UU) No. 25/2004 to formulate development plans that are systematic, well-directed, integrated, and responsive to changing dynamics.

"Therefore, we will continue to strengthen coordination and synchronization with both the central government and regional administrations surrounding Jakarta," he stated.

In formulating Jakarta's development direction for 2027, he stressed that it is important to consider current conditions and future challenges. Overall, Jakarta's macroeconomic indicators show increasingly positive development performance.

In the third quarter of 2025, Jakarta's economic growth reached 4.96 percent, while the inflation rate in October 2025 stood at 2.69 percent. On the other hand, investment in the capital soared to Rp204.13 trillion.

He revealed that current data shows consistent economic growth in Jakarta, with stable prices and controlled inflation. Improvements in public welfare are also evident from the decline in the open unemployment rate to 6.05 percent and a drop in the poverty rate to 4.28 percent in 2025.

However, Rano acknowledged that a Gini ratio of 0.441 indicates that inequality in Jakarta remains a serious challenge that needs attention. He also noted that the 2027 development plan will follow the policy direction outlined in the 2025–2045 Regional Long-Term Development Plan (RPJPD). The first stage, covering 2025–2029, will focus on strengthening foundational aspects.

"The 2027 development direction will be guided by the governor's vision and mission, development goals and targets, as well as the development phases outlined in the 2025–2029 Jakarta Regional Medium-Term Development Plan (RPJMD)," he said.

As for Jakarta's regional development priorities, Rano admitted that they are geared toward achieving the 2045 vision of reducing poverty and inequality while increasing per capita income.

He pointed out that each city and administrative regency in Jakarta has a unique role and contribution based on its specific characteristics in driving economic growth and reducing inequality in the city.

As a conclusion, based on Jakarta's 2025–2029 strategic issues, national priorities outlined in Astacita, and the need to continue sustainable programs, quick wins, and performance evaluation outcomes, the 2027 development direction will focus on strengthening fundamentals through the DKI Strategic Project and enhancing Jakarta's global positioning through the Global City Program.

Taking these into account, the Jakarta Provincial Government has identified seven key strategic issues for development in 2027: first, the quality of human capital; second, a productive and competitive economy; third, adequate livelihoods for the community; fourth, dynamic and responsive governance; fifth, adequate urban infrastructure; sixth, climate-resilient ecosystem; and seventh, regional connectivity to support community activities.

Regarding the drafting process of RKPD 2027, Rano explained that Jakarta will carry out a tiered development planning forum (Musrenbang), starting from the neighborhood (RW) level up to the provincial level.

"Therefore, I urge all Jakarta government officials to maintain synergy and ensure that the 2026 Musrenbang and the 2027 RKPD preparation run smoothly," he asserted.
