Rano Presents Faction's Viewpoints on Sub-districts and Urban Villages

Jakarta Deputy Governor Rano Karno delivered Jakarta Governor Pramono Anung's response to the general views of factions regarding the Draft Bylaw on the formation, renaming, boundaries, and abolition of urban villages and sub-districts, during the plenary meeting, Wednesday (11/19).

To start his response, Rano emphasized the appreciation from the executive for the attention from all factions in the Jakarta City Council.

"I, along with the executive, would like to thank you for the questions, appreciation, support, suggestions, and opinions expressed by the council factions regarding the draft bylaw," he expressed.

According to him, this draft bylaw aims to improve the quality of public services, support orderly government administration, and ensure legal certainty amidst Jakarta's transformation into a national economic center and a global city.

He explained, the draft bylaw aimed at becoming the policy guideline for regional development is prepared to create an adaptive and responsive governance framework to the dynamics of development in Jakarta.

"Hopefully, the government can be more present, quicker, and more evenly distributed for all its residents," he hoped.

In response to questions and comments about the ratio of officials to the population, he emphasized that regions with a large population will also have a high ratio of officials to the population.

Regarding the impact of regional restructuring, he agrees with the factions of the Gerindra, PAN, and PKS that a transition period is necessary to provide legal certainty for the community.

"Executives strive to ensure that there are no disruptions in public services by mitigating the impacts that arise and preparing public communication strategies," he continued.

He added, executives will also conduct periodic evaluations to measure the service load and the needs for regional and sub-district planning.

Aside that, executives will also ensure fiscal capacity in order to provide for all regional planning needs.

Specifically for Seribu Islands, the spatial arrangement will consider geographic aspects to improve equitable access to public services.

The issue of the availability of infrastructure and facilities in regional planning, as well as the availability of educational and health facilities, has been included in the explanatory section of this draft bylaw.

Rano acknowledged that community participation is an important aspect in ensuring regional planning.

"Current community participation has been accommodated in the form of a village communication forum involving elements of LMK, RT/RW, and public figures," he continued.

Regarding the name change of the region, he agrees with the council that it must consider the historical and cultural elements of the local area.

Regarding territorial boundaries, this has been done specifically by digitally demarcating the boundaries along with their coordinate points. The boundary map can be accessed publicly through Jakarta Map 1 in collaboration with the Geospatial Information Agency.

Regarding the use of data in regional planning, it is very important to support evidence-based policymaking.

Therefore, the executives utilize updated population data regularly provided by the Population and Civil Registration Agency and Special Data System Jakarta 1 from the Public Works, Spatial Planning, and Land Agency.

"The formulation of the population size and area parameters has been adjusted, taking into account the demographic and geographic conditions of Jakarta, as well as the dynamics of population growth and development in the urban area," he added.

For technical matters that require further discussion, he hoped they could be addressed at the Bylaw Formation Body meeting as she could only provide explanations that were strategic in nature.

"The executive hopes that this draft can be approved and enacted as a regional regulation following the schedule set through the Deliberation Body," he uttered.
