Jakarta Governor, Pramono Anung attended and delivered a speech at the Jakarta Legislative Council Plenary Meeting at the City Council building, Thursday (9/4). He presented two draft bylaws.
Government keeps committing to realizing Jakarta as a progressive city
They are Draft Bylaw about City Budget (APBD) 2026 and about Amendment to the Legal Entity Status of Perumda PAM Jaya to a Limited Liability Company Water Jaya.
He explained, the total proposed APBD 2026 was Rp 95.35 trillion. This figure represented a 3.80 percent increase compared to the 2025 Revised APBD. The APBD 2026 draft included policies on Regional Revenue, Regional Expenditure, and Regional Financing.
"Regional Revenue Policy is directed towards efforts to increase from the sectors: Regional Taxes, Regional Retributions, Income from Management of Separated Regional Wealth, Other Legitimate Original Regional Revenues, and Transfer Revenues," he expressed.
He continued, regional financing policies could create opportunities for various parties to contribute to regional development. Aside that, the utilization of space and assignments to Regional-owned Enterprises (BUMD) could serve as additional sources of funding by encouraging business-to-business (B2B) cooperation.
The regional revenue was planned to be Rp 85.47 trillion, an increase of 1.21 percent from the previous year. This target would be achieved through Local Revenue by Rp 56.76 trillion, Transfer Revenue by Rp 26.13 trillion, and Other Legitimate Regional Revenues by Rp 2.57 trillion.
For regional spending, an allocation of Rp 88.35 trillion was made, an increase of 2.77 percent from the 2025 Revised Regional Budget. The Governor also discussed regional financing.
He stated that the financing acceptance in the APBD 2026 was planned to be Rp 9.87 trillion, which comes from the previous year's SiLPA by Rp 5.05 trillion and Regional Loan Receipts by Rp 4.82 trillion.
Meanwhile, financing expenditures amounting to Rp 6.99 trillion would be allocated to BUMD in the form of Regional Equity Participation by Rp 5.18 trillion and principal debt installment payments due by Rp 1.81 trillion.
Besides APBD 2026, the Governor also conveyed regarding the Draft Bylaw on the Amendment of the Legal Entity Form of the Regional Public Water Company Jaya to a Limited Liability Company Water Jaya (Perseroda).
"The Jakarta Government keeps committing to realizing Jakarta as a progressive city that is livable, and to guarantee the basic rights of its residents, including the right to clean water," he explained.
However, there were still challenges that need to be addressed, namely piped drinking water services in Jakarta that have not yet reached all segments of the community.
This change in the legal entity was to accelerate the fulfillment of clean water services in Jakarta. The governor was optimistic that the 100 percent coverage target for piped water services can be brought forward from 2030 to 2029.
Therefore, the Jakarta Government had assigned PAM JAYA as the off-taker for the Jatiluhur and Karian Water Supply Projects to accelerate the achievement of piped drinking water service coverage and to develop clean water infrastructure on a large scale.
Through the bundling cooperation scheme, a pipeline network spanning 7,000 kilometers is currently being built with a total investment by Rp 18.9 trillion. The construction of the Buaran III Water Treatment Plant, worth Rp 1.94 trillion, has also been completed and its benefits can now be enjoyed by the community.
Aside that, the construction of Pesanggrahan Water Treatment Plant (IPA) and Ciliwung Water Treatment Plant (IPA) was also nearing completion to serve residents of Jakarta in the southern area. Further, Pramono also mentioned that there were several strategic investment projects that need to be completed and require large funding, such as projects to reduce water leakage or Non-Revenue Water (NRW), as well as the construction of Provincial Water Treatment Plants, namely Cilandak IPA, Muara Karang IPA, Condet IPA, and Hutan Kota II IPA.
He hoped that this status change would improve the company's performance, effectiveness, efficiency, and competitiveness, as well as ensure the rights of Jakarta residents to access clean and safe drinking water.
"The executive proposed changing the legal form of PAM Jaya from a regional government-owned corporation to a joint venture company as a strategic step in implementing non-regional government budget funding," he uttered.
So, the Jakarta government hoped that these two draft bylaws could be discussed and approved by the council so they could promptly become regional regulations.
