Jakarta Vice Governor, Rano Karno read out the Jakarta Governor, Pramono Anung explanation regarding three Regional Regulation Drafts at the Plenary meeting of Jakarta City Council.
The vision of Jakarta 2025-2029 is a global CIty and an economic center
The three Regional Regulations Drafts are the Regional Regulation Draft on the Medium-Term Development Plan for the Jakarta Regional Government (RPJMD) for 2025-2029, the Regional Regulation Draft on Smoke-Free Areas and the Regional Regulation Draft on the Implementation of Education.
"First, I will explain about the Regional Regulation Draft on the 2025-2029 Jakarta RPJMD," he said, Friday (5/23).
Rano added that Regional Regulation Draft on the 2025-2029 Jakarta RPJMD is aimed to answer various urban challenges while preparing the foundation for Jakarta to become one of the world's top 20 global cities in 2045. Jakarta will transform into a national economic center and a global city after the enactment of Law Number 2/2024.
This vision is the direction of Jakarta's development planning until 2045. Fundamental improvement is the first implementation of the long-term vision during 2025-2029 period.
According to Rano, during this important period of transformation, Jakarta Provincial Government has aligned the Regional Regulation Draft on the RPJMD with the 2025-2029 RPJMN which contains Asta Cita as a national priority and the 2025-2045 RPJPN and RPJPD which are used as considerations for policy direction.
Rano continued that his side had also carried out alignment between political and technocratic content to produce priority policies through measurable performance plans and budgets.
RPJMD will function as a guideline for compiling other development planning documents in the next five-year period such as the Regional Apparatus Strategic Plan (Renstra) and the Regional Government Work Plan (RKPD) which are determined annually.
"The vision of Jakarta 2025-2029 is a global City and an economic center that is competitive, sustainable and brings prosperity to all citizens. It is determined by considering various strategic issues and development mandates," Rano added.
To realize this, Rano explained five missions as follows:
1. Focusing in education, health gender equality, and culture to create strong, competitive, empowered, and cultured citizens in order to realize an empowered and prosperous metropolitan society'
2. Developing a city economy based on sustainable innovation, increasing employment opportunities and ensuring social welfare in realizing an Innovative Economic Center with Equal Development and Access to Resources;
3. Implementing bureaucratic reform, digital transformation, and improving the quality of public services in order to realize modern city management that is accountable and responsive for optimal public services. Jakarta strives to become a reliable, efficient and transparent city;
4. Focusing on infrastructure development to create livable cities by increasing access to clean water, sanitation, affordable housing, and resilience to disasters and climate change in realizing livable, resilient and sustainable urban spaces;
5. Optimizing human movement by increasing ease of access to various locations, improving the public services quality and quantity, and developing various strategic areas as urban activity hubs in realizing Connectivity and Synergy of Economic, Social, and Cultural Activities
In realizing the vision and mission, Rano continued, development goals and targets have been formulated namely measured by the Human Capital Index which shows the capacity of human resources to compete at the global level; the Green Economy Index which describes the innovative economic landscape with sustainable principles; Poverty Level which ensures equitable distribution of development benefits and People Near Transit as well as a decrease in GHG emissions that illustrates improvements in livability
or livable city.Regarding the fiscal capacity projection, Jakarta Regional Budget up to 2030 is projected to increase moderately in accordance with macroeconomic assumptions. This should provide a positive signal for improving the investment and development climate in Jakarta.
Meanwhile, related with the Regional Regulation Draft on Smoke-Free Areas, Rano explained that Jakarta Provincial Government remains commit in protecting the residents health from the danger of air pollution and exposure to cigarette smoke. It is stated in Regional Regulation Number 2/2005 about Air Pollution Control. In this regulation, Article 13 paragraph (1) stipulates No Smoking Areas in 7 (seven) settings, namely places of learning and teaching, health service facilities, places of worship, public transportation, children's play areas, workplaces and public places.
The protection effort to residents' health from exposure to cigarette smoke was perfected in Governor Regulation Number 75/2005 and its amendment in Governor Regulation Number 88/2010 about No-Smoking Areas.
However, Rano added, Jakarta does not have a specific Regional Regulation regulating Smoke-Free Areas until now. Aceh and Papua are the same.
"The executive hopes that the regulation of the smoke-free area submitted through this regional draft regulation can be approved by the council meeting in order to support Jakarta's transformation into a sustainable global city," Rano stated.
Regarding the Regional Regulation Draft on Education Services, Rano admitted places education as one of the main priorities to prepare superior, competitive human resources as well as a driver of development in order to build a solid foundation to realize the vision of Jakarta as a Global City. For this reason, Jakarta Provincial Government to improve the quality of services and access to education for all school in Jakarta.
Rano conveyed that the executive considered to make changes to Regional Regulation Number 8/2006 about the Education System to accelerate educational goals with the following considerations:
1. Regional Regulation Number 8/2006 has not been changed for 18 years and there have been various changes related to education regulations;
2. The Regional Regulation Draft on the Provision of Education is expected to guarantee services for all (universal coverage) for every school-age children;
3. This Regional Regulation Draft will regulate the strategy for achieving the objectives of the universal coverage policy related to access and quality of education that is in line with the direction of Jakarta's development as a competitive Global City;
4. This Regional Regulation Draft will contain the direction and roles of stakeholders related to education, without re-regulating norms that have been explicitly regulated in higher legislation;
5. Fulfillment of funding for education for children aged 13 years of compulsory education, including Early Childhood Education (PAUD), Elementary Education and Secondary Education, by implementing a fair education funding pattern according to regional financial capabilities.
Rano hopes that this policy change can guarantee improved quality, equal access to educational services, utilization of technology and expansion of opportunities for cooperation with various institutions or agencies in the field of education at national and international levels.
