Jakarta City Council Commission B Member, Dwi Rio Sambodo says Jakarta must build a more productive traditional market ecosystem through a comprehensive overhaul. Experts argue that true revitalization must go beyond simple brick-and-mortar upgrades, requiring a holistic approach that includes management systems, enhanced security, and vendor empowerment.

He emphasized that intensive, integrated training for digital payment systems like QRIS must be a cornerstone of the city’s market modernization policy. This program, he argued, should be codified into the municipal budget and managed by the city-owned market operator, Perumda Pasar Jaya, in collaboration with Bank Jakarta and other official fintech providers

"It is critical that we provide vendors and shoppers with the tools to spot legitimate QRIS codes and mitigate potential fraud. The plan calls for "digital kiosks" in every traditional market, providing hands-on support from staff to guarantee that digitalization efforts are implemented effectively on the ground," he stated Tuesday (1/13).

Beyond the digital push, city officials are prioritizing a security overhaul at traditional markets. The Jakarta government is expanding CCTV coverage in strategic locations, improving lighting, and deploying active security task forces for regular patrols.

Additionally, officials aim to optimize partnerships with local police to bolster crime prevention and intensify safety awareness campaigns for shoppers

He emphasized that market revitalization must be a holistic overhaul, spanning logistics, sanitation, and governance. This requires professional, accountable management units under city-owned enterprises, supported by centralized procurement and digital stall reservation systems.

"Integrating traditional markets with local e-commerce platforms is also key to expanding vendor reach," he added.

Looking to revitalize the city's aging markets, Rio is championing a plan to turn these sites into productive public destinations. By adding traditional culinary areas and creative hubs, the aim is to make markets more than just a place to shop.

The plan also prioritizes accessibility, calling for clean, inclusive facilities for children and the elderly.

"To go toe-to-toe with modern retail, vendors must prioritize hygiene and quality," he noted, framing the upgrades as an essential step for the survival of the traditional market ecosystem.

He urged the Jakarta government to offer low-interest financing, subsidies, and incentive schemes to ensure business continuity for vendors. He specifically highlighted those impacted by market construction and those transitioning to digital payment systems.

“This financial support must be paired with training in financial management, digital marketing, and legal aid for small-scale vendors. This ensures that revitalization truly translates into improved welfare for the merchants," he stated.
