The Jakarta Provincial Government together with C40 Cities held the 2025 Jakarta Net Zero Carbon Building Talks Summit at Westin Hotel, Kuningan, South Jakarta, on Tuesday (12/9).

This event served as an important moment to encourage climate action implementation, particularly in the building sector, which is the largest contributor to emission in Jakarta. The event also marked the official launch of the 2050 Jakarta Net Zero Carbon Buildings (NZCB) Roadmap.
The activity is part of the main output of Strategic Priority Action 2 within the UCAP Climate Action Implementation Programme, a collaborative program between C40 Cities and the Jakarta Provincial Government.
Alongside the roadmap launch, supporting initiatives were also introduced, including the JEMPOL Video Campaign (Jakarta Energy Management Programme for Operators' Learning) and teaser materials for SOP Green Building and JEMPOL Energy Management learning on the Si-Jule BPSDM platform.
Alissa Raj, Deputy Regional Director for East, Southeast Asia, and Oceania at C40 Cities, said that globally, the building sector accounts for about 40 percent of greenhouse gas emissions. However, in Jakarta, the figure is much higher, reaching more than 60 percent of the city's total emission profile.
She emphasized that this makes the building sector a crucial component that must be addressed seriously, making the launch of the Net Zero Carbon Buildings (NZCB) Roadmap a significant milestone for Jakarta's emission reduction efforts.
She highlighted that developing the NZCB roadmap is timely because the document provides clear, data-driven strategies through four main pillars: policy, action, technology, and financing.
"This roadmap sets out short-, medium-, and long-term plans that form the foundation for an integrated sectoral approach across all building sectors in Jakarta, enabling the city to move more effectively toward sustainable emission reduction targets," she explained.
On that occasion, Alissa praised Jakarta's efforts in climate action, noting that the NZCB launch marks a key milestone following the formulation of Jakarta's Climate Action Plan, especially considering the building sector's substantial contribution to greenhouse gas emission.
"This roadmap is not just a technical document, but a strong signal to the market and business actors to shift toward greener building practices," she mentioned.
Alissa stated that Jakarta's leadership in climate action significantly impacts cities in Indonesia, as well as others across Asia and around the globe. According to her, C40 will continue to be a strategic partner in supporting Jakarta's efforts to meet its emission reduction target of 30 percent by 2030 and achieve net zero by 2050.
"This collaboration is crucial, as climate challenges require joint efforts between local and national governments, as well as various stakeholders," she asserted.
Meanwhile, Jakarta Secretary Assistant for Economic and Financial Affairs, Suharini Eliawati, emphasized that the roadmap launch serves as a declaration of Jakarta's commitment to becoming a net zero carbon city.
She noted that sustainability should not be viewed as a regulatory burden, but rather as a new engine of economic growth and a key part of long-term fiscal risk mitigation for Jakarta.
"The building sector accounts for nearly 60 percent of the city's energy emissions, making it the area with the greatest potential for energy cost savings and green investment opportunities," she shared.
Eli added that the NZCB Roadmap is regarded as a fiscal blueprint that transforms climate risk into investment goals through four pillars: policy, action, technology, and financing.
"This document aligns with national policies and the Green Building Roadmap from the Ministry of Public Works and Public Housing (PUPR), and is expected to serve as a solid foundation for transforming the building sector toward a climate-resilient future for Jakarta," she conveyed.
This event reflects Jakarta's long‑standing commitment as a C40 Cities member since 2006 to seriously address the impacts of climate change.
C40 is a global network of major cities focused on climate mitigation and adaptation efforts. In 2022, C40 launched the UCAP – Climate Action Implementation Program in three cities: Jakarta, Kuala Lumpur, and Quezon City, with a focus on reducing emissions in the building and energy sectors.
As part of a strategic partnership toward the 2050 Net Zero Emissions target, the Jakarta Provincial Government and C40 finalized the Net Zero Carbon Building (NZCB) Roadmap as a sectoral policy document.
The roadmap serves as a decarbonization guideline for buildings in pursuit of the 2050 net zero target, while addressing the challenge posed by the building sector's significant share of over 60 percent of total city emissions.
