Jakarta Governor Enacts Regulation Banning Dog and Cat Meat Trade

The Jakarta Provincial Government has officially enacted Gubernatorial Regulation (Pergub) No. 36/2025, banning the trade and consumption of meat from rabies-transmitting animals (HPR) in Jakarta, which took effect on November 24, 2025.

"Gubernatorial Regulation No. 36/2025 concerning the ban on the trade and consumption of meat from rabies-transmitting animals (HPR) is now in effect,"

"Alhamdulillah, within a month, Gubernatorial Regulation No. 36/2025 concerning the ban on the trade and consumption of meat from rabies-transmitting animals (HPR) is now in effect," said Governor Pramono on his official social media account @pramonoanungw on Tuesday (11/25).

Following discussions with animal welfare communities at Jakarta City Hall, Governor Pramono issued the regulation, aiming to promote and protect public health.

"When I met with animal lovers, I promised to issue a regulation. I've now signed Pergub No. 36/2025," he asserted.

Article 27A of the regulation states that individuals or businesses are prohibited from selling rabies-transmitting animals for food purposes, whether as live animals, raw meat, or processed products.  

Meanwhile, Article 27B bans the slaughter or killing of such animals for food consumption.

The regulation identifies rabies-transmitting animals (HPR), including dogs, cats, monkeys, bats, civets, and similar species, and stipulates administrative sanctions for those involved in trading or slaughtering these animals. 

Sanctions include written warnings, confiscation of animals and related products, closure of sales or slaughter operations, and revocation of business licenses.

For those who slaughter or kill rabies-transmitting animals for food purposes, as stated in Article 27B, administrative sanctions will be imposed, including written warnings, confiscation of the animals and/or their products, and closure of the slaughtering facilities.
