Khoirudin: APBD 2026 Remains Favorable to Public Interests

Jakarta Legislative Council Chairman, Khoirudin reminded that the working meeting between the commission and the Regional Government Budget Team (TAPD) should not exceed the agreed-upon budget limits that have been previously adjusted.

Each commission must not exceed the commission budget limit

He asserted, the House Budget Committee (Banggar) and the TAPD had aligned their perceptions regarding the adjustment of the Draft Bylaw on the City Budget (APBD) 2026, which is now set at Rp 81.2 trillion as a result of the reduction in Revenue Sharing Funds (DBH) from the central government.

"Meaning each commission must not exceed the commission budget limit, so the grand total remains unchanged," he expressed, at the City Council building, Tuesday (10/21).

He explained that the TAPD work meeting and commission will discuss in detail which budgets can still be adjusted and which cannot. However, this does not apply to the residents' budget to ensure the APBD 2026 for the public interest.

"The others may be changed. Insya Allah (God willing), the Governor has also ensured that the services will remain at the positions already budgeted," he explained.

In the Banggar meeting, TAPD also presented strategic steps to maintain regional fiscal balance due to the reduction in DBH. These included reprioritization and efficiency in spending by maintaining basic service programs such as KJP and KJMU, as well as delaying infrastructure projects or regional government building constructions.

Aside that, the financing of strategic regional projects such as the East-West MRT was transferred to the central government, as well as optimizing creative financing through regional loans and regional bond issuance. This step aims to maintain the sustainability of multi-year projects and essential public services without widening service gaps.

Khoirudin added that the budget adjustments will still be further discussed between TAPD and the legislative commission.

Through the TAPD and commission meeting, it will be jointly agreed upon which budgets will be reduced, postponed, or canceled in the APBD 2026.

"So, this is not solely an executive authority, but a joint authority between TAPD and the legislative," he closed.
