Commission A Delivers Strategic Recommendations at Budget Committee Meeting

Jakarta City Council's Budget Committee held a meeting with the Regional Government Budget Team (TAPD) to discuss the report on the results of the commission's discussion on the Draft Regional Regulation about Amendments to the 2025 Fiscal Year City Budget.

Encouraging more effective budget management

Jakarta City Council's Commission A Chairman, Inggard Joshua presented a number of strategic recommendations to encourage more effective, transparent, and impactful regional budget management for the community.

"Commission A emphasized the importance of all stages of the preparation and discussion of the City Budget being carried out on time in accordance with regulations, so that the City Council has sufficient time to examine and study each budget proposal in depth," he said, Monday (7/28).

Timeliness, Inggard continued, is key to preventing delays in program implementation, avoiding administrative sanctions, and ensuring the quality of effective and accountable regional spending.

Commission A also requested that any budget shifts be officially submitted to the City Council, complete with the legal basis and rationale for the changes. This is crucial to maintaining the principles of transparency and accountability in City Budget management.

Furthermore, Commission A is pushing for accelerated clean water provision and drainage system improvements in densely populated areas. These efforts are considered a crucial part of the strategy to reduce stunting and strengthen Clean and Healthy Living Behaviors (PHBS).

"It must be our priority. We appeal mayors and regent to intensively communicate with Perumda PAM Jaya," he added.

Commission A also assessed the need to optimize the Supplementary Feeding (PMT) program, as it has not shown a significant impact on reducing stunting rates. Interventions need to be expanded to include family education, support for pregnant women, and improvements in environmental sanitation.

Commission A noted that the increase in new operational funds only targets neighborhood units (RT/RW) and Dasawisma. Other institutions, such as LMK (National Center for Community Empowerment), integrated health posts (Posyandu), Jumantik, and the Family Welfare Movement (PKK), have not received similar attention.

"This must be improved immediately so that it does not cause an imbalance in perception in society," he continued.

Commission A also supports the acceleration of basic infrastructure development in the Seribu Islands, including the revitalization of the Tidung Island Sports Hall and the construction of large-scale souvenir shops in an effort to boost the economy.

"Support for MSMEs is also strengthened through the promotion of integrated training across Regional Working Units, which includes product packaging, digital marketing, and business management," he stated.

Commission A encourages Jakarta Provincial Government to provide monthly job fairs at the district and campus levels in cluster. These events must be equipped with an online registration system, clear participants quotas, and support from private partners and training institutions.

"Job fairs must target unemployment reduction," he said.
