The Jakarta Provincial Government is committed to continuously expanding access to education for the Jakarta community. One way to achieve this is through Gubernatorial Regulation (Pergub) No. 20 of 2026 about Financial Assistance for Improving Education Quality, which was signed by Jakarta Governor Pramono Anung.

Pramono explained that this regulation serves as the basis for the establishment of the LPDP Jakarta scholarship program or the Jakarta Unggul Scholarship, while also strengthening the governance of the Jakarta Smart Card (KJP) Plus and the Jakarta Unggul Student Card (KJMU) to ensure better targeting and appropriate benefits.

"Last week, I signed the gubernatorial regulation. It regulates two things in detail," he said, Thursday (9/17).

Regarding the LPDP scholarship, he explained that it will begin next year, offering approximately 50 to 75 scholarship recipients. Pramono ensured that LPDP Jakarta will be managed professionally and in collaboration with the central LPDP.

"It must be run professionally. To prevent this from becoming a place for people to compete for LPDP Jakarta deposits, we are collaborating with Central LPDP on the selection process," Pramono added.

Priority will be given to recipients of the LPDP scholarships from Jakarta who come from underprivileged families but have academic abilities.

"We will prioritize Jakarta residents from low-income families who possess strong academic abilities. This is stipulated in the Governor's Regulation," he continued.

In addition to LPDP, this policy also regulates the distribution of the Jakarta Superior Student Card (KJMU) to ensure more targeted distribution. This is due to changes in the decile status, or community welfare level, according to the Central Statistics Agency.

"Because there has been a change in the Central Statistics Agency regarding deciles, so that students who have received KJMU still receive guarantees, this is the first time that the Governor's Regulation regulates two stages," Pramono explained.

For recipients whose decile status has not changed, KJMU educational assistance distribution will continue. For recipients whose decile status has changed, the Jakarta Provincial Government will conduct further verification and data matching.

As for information, the LPDP program provides opportunities for high-achieving Jakarta residents to pursue master's (S-2) and doctoral (S-3) level education at the world's best universities.

Implementation is targeted to begin in the 2027 study period, with registration planned to open in September 2027. The Jakarta Provincial Government has prepared a budget of around Rp 100 billion.

The selection mechanism is carried out in collaboration with the Central LPDP, while the Jakarta Provincial Government determines the recipients, fields of study, and destinations that align with Jakarta's human resource needs as a global city.

Based on Gubernatorial Regulation 20/2026, recipients of the Jakarta Unggul Scholarship receive funding for education, personal expenses, including living expenses, book allowance, health insurance, arrival and visa costs, as well as research costs for theses or dissertations, international conferences, and journal publications.

The maximum funding period is two years for Master's degrees and five years for Doctoral degrees. Upon completion of their studies, recipients are required to contribute to Jakarta's development for at least two consecutive years.

The same gubernatorial regulation also tightens and streamlines the distribution of KJP Plus and KJMU. Priority is given to recipients from families registered in the National Social and Economic Single Data (DTSEN), specifically Deciles 1 to 5, with the requirement of residing in Jakarta for at least five consecutive years.
