Chairman of Commission E of the Jakarta City Council, M. Subki, assessed that executive services at the Regional General Hospital could be a cross-subsidy scheme to help the less fortunate.

According to Subki, people with financial means can choose executive services at special rates, while those with less financial means can still obtain services through BPJS Kesehatan.

"Hospitals also want some form of subsidy from those who can afford it to those who can't afford it. One way to do this is by running executive clinics," he said, Wednesday (9/9).

He gave the example of executive services that are available at Tarakan Regional Hospital through the Cempaka Clinic and Cengkareng Regional Hospital through the Kanaya Clinic.

Subki assessed that the implementation of executive service rates is basically not a problem because people have choices according to their abilities.

However, he admitted that the tariff change had surprised the public because the socialization had not been optimal.

"The initial registration fee was Rp. 35,000, but now it's Rp. 300,000," he added.

In addition to tariffs, Subki highlighted the need for procurement and maintenance of medical equipment at regional hospitals. He stated that equipment procurement must be accompanied by a maintenance budget, as most medical equipment is high-value and requires routine maintenance.

Meanwhile, regarding the 2026 Revised Regional Budget, Subki explained that there were budget adjustments within Commission E. However, these adjustments were still made within the available budget ceiling.

"Still within the Commission E element. Still within the same budget," he admitted.
