Jakarta City Council (DPRD) Commission D Chair Yuke Yurike has urged the Jakarta Provincial Government to prioritize infrastructure projects that directly address residents' needs in residential neighborhoods and outlying areas, despite increasingly limited fiscal space in the 2027 city budget (APBD).

Yuke made the statement after Commission D held a working meeting with the Jakarta Public Works Agency, the Public Housing and Settlement Agency (DPRKP), and the Water Resources (SDA) Agency to discuss the 2027 General Budget Policy and Provisional Budget Ceiling Priorities (KUA-PPAS).

According to Yuke, the Public Works Agency will prioritize sidewalk improvements, as well as the construction of roads, bridges, and pedestrian bridges. Meanwhile, the Water Resources Agency will focus its budget on flood control programs, one of Governor Pramono's key priorities.

"Given the fiscal constraints, the Public Works Agency and the Water Resources Agency are truly prioritizing the most important programs with the greatest impact on the public," Yuke said on Monday (7/27).

Yuke also urged regional agencies (OPDs) to accommodate proposals submitted during legislators' constituency visits as well as public complaints, particularly those related to neighborhood road repairs and flood control. She said any proposals that cannot be funded because of budget limitations should be reported to the executive so they can be reviewed again during discussions at the Budget Committee (Banggar).

She also raised concerns over proposed budget cuts for sub-agencies compared with the 2026 city budget, noting that they handle most public complaints directly.

"That's why we asked the administration to carefully consider the size of each service area, the number of public complaints, and conditions on the ground. If budget adjustments are necessary, they should be made, but the reductions should not be too significant and, if possible, should remain close to current funding levels," she said.

Yuke stressed that sub-agency budget requirements should be calculated carefully by considering the size of each service area, the volume of public complaints, and actual conditions on the ground. She also called for infrastructure development to reach residential neighborhoods and outlying areas.

"Our top priority is programs whose benefits are directly felt by residents, especially in outlying areas, ranging from flood control and neighborhood roads to public lighting," she said.

Yuke added that discussions on the KUA-PPAS are still at the general policy stage. She said the DPRD will further review each proposed program during deliberations on the 2027 draft city budget before finalizing funding priorities in the Budget Committee.

Despite increasingly limited fiscal space, Yuke expressed optimism that development and public services could continue as planned. She said all DPRD commissions understand the budget challenges, but residents' aspirations must continue to be represented.

"Everyone understands the current situation, but residents' aspirations must still be represented. We just need to find the right solutions and the best way forward," she stressed.
