The Jakarta government is developing a creative financing scheme as a key pillar to support the transformation of the Bantargebang Landfill.

This scheme complements the City Budget (APBD) and other funding streams to fast-track the implementation of controlled landfills towards a zero open dumping goal.

Jakarta Environmental Agency Head, Dudi Gardesi Asikin emphasized that revamping Bantargebang requires a synergy of infrastructure, technology, and multi-stakeholder engagement. This move is part of the Jakarta government’s broader strategy to diversify funding for urban waste management reform.

This move highlights Jakarta's broader vision to expand financial support for better waste management.

Through a synergy of public funds and private-sector collaboration, the revamp of Bantargebang will proceed in a phased and sustainable manner.

"The city budget remains our foundation, but creative financing is the catalyst we need to widen our partnerships and accelerate infrastructure development," he xplained.

He explained that the initial phase of private-sector collaboration involves providing cover materials and geomembranes to support controlled landfill operations. These materials are essential for more effective management of waste disposal zones.

"Using cover materials helps mitigate odors, restricts rainwater from entering the waste piles, and suppresses the formation of leachate that could potentially pollute the environment," he explained.

PT Indocement Tunggal Prakarsa and PT Pertamina Retail are leading the way in Jakarta’s waste management reform, providing critical materials to revamp the Bantargebang site.

Their contribution serves as a blueprint for public-private synergy.

"We laud these pioneers for their commitment. This is an open invitation for other industry leaders to get involved—whether through CSR, tech, or infrastructure—to help us build a more sustainable future for Bantargebang," Dudi added.

Collaboration is an amplifier, not a substitute for government responsibility. By blending an optimized city budget with innovative and accountable financing, Jakarta aims to leapfrog its waste management goals toward a zero open dumping future. This phased approach ensures that the transformation is both rapid and sustainable.

"Transforming Bantargebang is a collective effort. The broader the collaboration, the stronger our foundation to create a waste management system that is safer, modern, and environmentally friendly," he closed.
