Pramono: Public Facility Assets Must Serve the Public Interest

The Jakarta government held a joint signing ceremony for the Minutes of Handover (BAST) for social and public facilities for the second half of 2025. Governor Pramono Anung witnessed the official transfer of these assets from developers to the city administration.

Pramono commended developers holding various land-use permits—including SIPPT, IPPT, and IPPR—for making good on their obligations to provide public infrastructure to the Jakarta government.

"I would like to express my appreciation. This is a key part of our drive for transparency, ensuring that these social and public facility obligations are officially turned over to the Jakarta government," he stated, at Jakarta City Hall, Wednesday (2/4).

He emphasized that the asset transfer is more than just an administrative formality; it represents a bridge of transparency and trust between the government and developers. He urged his party to put these newly acquired assets to work for the public immediately, rather than letting them sit idle as mere entries in the Regional Asset Management Agency (BPAD) records.

"I am calling on the Inspector to ensure these facilities are utilized for the public's maximum benefit. These assets should not just be received and filed away; they must be used effectively and transparently," he added.

Pramono also put delinquent developers on notice, urging them to fulfill their outstanding obligations to hand over social and public facilities to the city. He directed the Jakarta Inspectorate to issue formal warnings and take decisive action by involving law enforcement agencies, including the Corruption Eradication Commission (KPK).

"I have asked the Inspectorate to follow up with those who have yet to comply. Serve them notice, give them a reminder. If they refuse to cooperate after being notified, then stern measures must be taken," he explained.

According to him, involving law enforcement underscores the government's commitment to transparency in the management of public assets.

During this period, the Jakarta government successfully secured 26 handover certificates (BAST) from developers, valued at Rp 1.36 trillion. This recovery includes 100,592 square meters of land, 22,181 square meters of infrastructure, and low-cost housing (RSMS) conversions.

Jakarta Inspector, Dhany Sukma reported that as of 2024, the total land obligation from permit holders stood at approximately 26.9 million square meters. Of that, 18.2 million square meters have been surrendered to the city, leaving an outstanding balance of 8.6 million square meters, or 32.23%.

"Consequently, from 2023 to 2025, a total of 213 handover certificates worth Rp 42.537 trillion have been officially transferred to the Jakarta government," he stated.

Dhany provided a regional breakdown of the latest handovers: North Jakarta led with Rp 627.37 billion, followed by South Jakarta (Rp 307.72 billion), West Jakarta (Rp 272.22 billion), Central Jakarta (Rp 102.75 billion), and East Jakarta (Rp 56.77 billion).
