Jakarta Provincial Government is committed to return the main function of Car Free Day (CFD) in Sudirman-Thamrin to be a sport and recreation facilities for citizens as well as city's effort in reducing air emissions pollution.

Thus since November 3, Jakarta Government arranged traders in zonation system, especially to ensure red zone near Bundaran HI to be free from trading activities.
In order to show the result of zonation policy and CFD evaluation, Jakarta Government held a discussion with four speakers; Head of Cooperative Small Medium Business and Trade (KUKMP) Department, Adi Ariantara; Satpol PP Law Enforcement and Prosecution Department Head, Budhy Novian; Bina Marga Department Secretary, Budi Mulyanto; and Transportation Department Operation Control Head, Maruli Sijabat on 2nd Floor of Blok F, Jakarta City Hall, Central Jakarta, Thursday (11/21).
"CFD is according to Pergub No. 2/2005 about Air Pollution Control. Because it is a car free area and not for trade. That is the most important thing. Besides, we also have Pergub No. 12/2016 about CFD implementation. Before we started the arrangement on November 3, all roads from youth advancement monument until Arjuna Wiwaha Statue are full of traders. But, it was more crowded in the red zone. Thus it becomes our problem and many citizens also complain it to us," stated KUKMP Department Head, Adi Ariantara as mentioned on Jakarta PPID Press Conference.
During CFD, his side collaborates with Satpol PP, Transportation Department (Dishub), and Bina Marga Department to arrange the traders. This policy has been applied since his side collecting traders' data on June 23, then socialization on August 25 and September 8, until the arrangement was started on November 3.
"On June 23, 2019, we have collected data of 2,543 traders. But it is fewer than data collecting carried out on November 17. On that day, there are 1,651 traders in green zone and 1,328 traders in yellow zone (total 2,959 traders)," he explained.
Satpol PP Law Enforcement and Prosecution Department Head, Budhy Novian mentioned, Satpol PP personnel are ready to ensure public order in trader zones during CFD.
He asserted, trader arrangement policy will make people in CFD to be more comfortabel in doing their activities and exercise as well as personnel who measure the air quality.
"In every CFD locations especially starting November 3, we deploy 1,150 Satpol PP personnel to guard the trader zones. From yellow zone or from Jalan Wahid Hasyim, left-right road lanes near Sarinah and Bawaslu, then to HI, until Sudirman Statue that is included as red zone which is sterile from trading activities that can disturb people's exercise activities during CFD," he informed.
Meanwhile. Maruli Sijabat explained, road closure for CFD has been done since 5:30 AM or at least 6 AM in order to ensure sterilization along Sudirman-Thamrin area from motor vehicles. Besides, bicycle lane on the most-right side of the road or beside Transjakarta bus way can be used by people for CFD.
"Related green zone, we also help UMKM Department to create red line. This mark is to inform traders that they are not allowed to approach or trade in yellow zone, moreover to the red zone. Because we have create red line mark," he asserted.
Meanwhile, Bina Marga Secretary, Budi Mulyanto explained, sidewalk arrangement is carried out to provide comfort for the pedestrians during CFD as long as 10 kilometers.
He also wants to remind people to take care of public facilities and infrastructures in Sudirman-Thamrin area, for example by not riding electric scooter on the pedestrian bridge.
